I believe it has been tweaked until absolutely perfect.  there are 2 distinct seperate groups of chili fanatics in the world that differ greatly in their opinions of the perfect chili.  some like it sweet, some like it spicy.  This recipe will have both coming back for more!  The initial mild sweetness slowly gives way to a smoky spicy flavor that really only comes on slowly after you swallow. It's based on the traditional Thai dip called cha-gio, which gets its flavor from fish sauce. That salty ingredient is nicely balanced with lime juice. The herbs darken as the sauce ages; this isn't a taste problem (quite the opposite, as the flavor deepends over time) but the sauce will lose it looks. If this bothers you make and store the sauce &amp;quot;base&amp;quot; only, then chop &amp;amp; add the herbs an hour before serving it.Ceviche is food &amp;quot;cooked&amp;quot; without heat. After trying this recipe, I can certainly see why.  PURE comfort food here!  When fall comes, this is what you'll be craving.
   I usually take two days to put these together--stewing the chicken and sauteeing the vegetables on the first day; making the cream sauce and the crust the second day.  Do not be intimidated by the crust!  It's just a top crust and hangs over the side of the dish in a rustic, country fashion.  Very, very easy to roll out and work with.  Also, don't buy any special oven proof bowls for this recipe--I always make it in two 9&amp;quot; pie plates and it fills them nicely.  I add about 10 minutes to the bake time, but watch carefully so they don't burn.

			<description>Take two frustrating attempts to make a different stuffed green pepper soup and a wonderful blizzardy day and you end up with a soup that mirrors a stuffed green pepper, exactly! There's nothing like dogged determination and lots of time to get something right. I wanted a  rich sweet pepper soup that had the delicate flavour of tomatoes and the ability to bite into a meat/rice mixture, just like a real stuffed pepper. This recipe is two parts: first, the Porcupine Meatballs, which can be made a day or two ahead. Then, the Tri-Colour Pepper Soup, which is a stand alone soup that I've been making, and enjoying, for years. 

If you enjoy a lot of meat, you might want to double the meatball recipe; for our tastes, this is perfect, with 4-5 meatballs served in each bowl. The taste of this soup is quintessential 1950's style Stuffed Green Peppers. If you can tolerate more heat, then jazz it up to your hearts content! This way, you won't find the recipe &amp;quot;too bland&amp;quot;, which is how we like it---pure comfort food straight from Leave It To Beaver.
