I found this on ochef.com. According to them, recipes using dried (powdered) milk approximate the texture but not the flavor of true sweetened condensed milk, and the following recipe tastes much better. It is not as thick as regular condensed milk, but it works fine as an ingredient in bar cookie recipes. SOURCE: www.ochef.com

A wonderful substitution! I never have powdered milk in the house, but I always have cans of evaporated milk. I used this in a recipe for five star squares and they turned out moister than ever! Thanks for an easy, delicious recipe!

    I really like that this recipe uses the evaporated milk. The others use powdered milk, something I don't usually have on hand. I only gave it four stars because even after following the directions it was still a bit grainy. However it tasted and worked just like the store bought. Going in my permanent collection. Thanks for sharing it!

    This tastes pretty close. Be sure not to overcook. The first time I did it I cooked it until it was caramel. If you cook it to caramel you can still savalge it. Just add milk and heat it.

    Genius! This was exactly lilke the expensive cans you buy at the store. I used Splenda sugar blend and worked perfectly.
